ZHANG Liuhua was born in Dong Yang, Zhe Jiang Province in May 1953. He is of Han nationality. In January, 1974, he joined the Communist Party. In September, 1972, he began to work. In 1978, he graduated from Hang Zhou University majoring in chemistry. He successively served in the National Committee of Education as head of the Resources Section of the Equipment Department, head of the Logistical Section, head of the Logistical Section for the colleges, and head of the College Logistical Reform Section of the Department of Development Planning under the Ministry of Education. He is a member of the Communist Party Committee as well as the Standing Committee, the vice president of the university, concurrently serving as a member of the Council of Higher Education in China, and the vice president of the Council of College Logistics Research in China. He is mainly in charge of the Office of the Logistical Work Committee, the Section of Infrastructure Construction, the Section of Property Management and the Hospital of the University.
