Dr. Ma Huaide, Vice President of China University of Political Science and Law

Dr. Ma Huaide, born in October 1965, serves as vice president, Professor of Law and doctoral adviser in CUPL. He is also the director of the Institute of Government By Law, a Key Research Center of Beijing, as well as Vice Chairman of the Academic Committee of CUPL. Dr. Ma is associate chairman and Secretary-General of the Administrative Law Research Association of the China Law Society, a member of the China Law Society and a member of the Standing Committee of the China Supervision Institute. He is also a member of Guidance Committee on Higher Legal Education under the Ministry of Education, and consultant for the National Committee of Development and Reform (NCDR)of the State Council, the Ministry of Construction, the Ministry of Civil Affairs, the Ministry of Public Health, the People's Government of Beijing, Shandong and Fujian province. Dr. Ma Huaide received his LL.B in Peking University in 1988, and his J.S.D. in CUPL in 1993. Known as the first J.S.D. in Administration Procedure Law in China, Dr. Ma has studied in Yale University, Boston University, US, Sydney University and Melbourne University, Australia. Dr. Ma has published more than 20 books, including The System of Administrative Laws and Case Studies, the Theory and Practice of the Law of the People's Republic of China on State Compensation, A study on Administrative License, etc. He also published over 100 articles on distinguished journals like China Legal Science, Research on Legal Science and so on. He has undertaken several state key projects such as National Funds of Social Sciences Project, Project of the Ministry of Education, Project of the Ministry of Justice and the Project of Beijing municipality, etc. Dr. Ma directly involved in the drawing up of a series of key laws namely, the Law of the People's Republic of China on State Compensation, Administrative Punishment Law of the People's Republic of China, Legislation Law of the People's Republic of China, and Administrative License Law of the People's Republic of China, etc. In October, 2005, Dr. Ma made a presentation named as The Reform on the Administrative System and the System of Economic Laws to the Polibureau members of the CPC Central Committee. Besides, he often gave lectures concerning about how to administer according to law to ministries and local governments at various levels. He was awarded as the National Candidate to the “Talents Project of the New Century” co-organized by the Ministry of Personnel and other six ministries. He was also accolade as one of “the Ten Best-known Young Jurists of China” in 2004, Excellent Young Teacher Award of Fok Yiong Tung Education Foundation, and Labour medal of the Capital. He also enjoys Special Allowance of the Government by the state.
